Well, it only took me two years between posts. I heard this yesterday and it was one of those things I knew must be true, but still found hard to believe until I checked it this morning.
The "Current" Threat Level from the Department of Homeland Security has not been changed since exactly one week after the 2004 Presidential Election. See for yourself:

I want to do some more research on this, but considering the threat level was a topic of almost daily news leading up to the election, it is staggering to think that it hasn't changed since then.
This also lead me to think about all of the stories of terrorist threats and "terror cells" being broken up in the months before the election. Again, I haven't done the research on this yet, but I will. Seems to me, we haven't heard too much about this in the past 8 months. The fact that the threat level hasn't changed would seem to support that, but I'll check it out and post my findings.
Is it really plausible that the level of terrorist activity against the United States was so volatile in 2004, and has dropped off the table since George W. Bush got his "mandate"? I doubt it.
